Setting up a weather radio for the foothills

A weather radio is one of the few ways to hear an official warning when the power is out and the cell bars are gone — no account, no app, no tower in the path. Whether it reaches your house, though, depends on the ridgeline between you and the transmitter. Fire season is the time to find that out, not the night a warning posts.

What it is, and what it carries

A NOAA Weather Radio (NWR) receiver is a small radio tuned to one of the VHF frequencies the National Weather Service broadcasts on around the clock. It carries the weather service’s own watches and warnings for the coverage area — the fire-weather alerts of a foothill summer among them — and, as an “all-hazards” system, it also sounds for non-weather emergencies, but only “when requested by the appropriate state or local officials”. The alert comes straight off the air. Nothing in the chain can be switched off by a shutoff down the hill or a carrier outage.

The transmitter and your county code

NWS Sacramento, the office that forecasts for Calaveras and Tuolumne, runs three transmitters. The one that reaches the Mother Lode foothills is KEC57, on 162.550 MHz. Its published coverage list spans several dozen counties — Calaveras is on it, SAME code 006009 — but a county appearing on a list is not a guarantee of reception at a given address. Look up your own county and nearest transmitter rather than assume.

SAME — Specific Area Message Encoding — is the six-digit county code you program into the radio so it only alarms for your county, not every alert across the broadcast region. A radio that wakes the house for a watch two counties over gets unplugged by February. One set to a single county code stays plugged in, which is the whole point of having it.

What to look for when you buy one

Two features matter more than the rest: the radio should stay silent until an alert arrives, and it should let you choose which county to listen for. Look for the Public Alert or NOAA Weather Radio All Hazards logo, which marks a receiver that meets the weather service’s technical standard, and confirm the model is SAME-programmable so you can set it to 006009 and nothing else. From there: a tone alarm sounds the radio for a warning, battery backup keeps it running when the power goes out, and an external antenna jack lets you add a larger antenna where the indoor signal is weak — the feature most worth having in this terrain. A plug-in unit for the house and a battery or hand-crank portable for a go-bag cover both cases.

The catch is terrain

Terrain is where the quoted numbers stop meaning much. The “40 miles” often cited for NWR is the range of a full-power, 1,000-watt transmitter over level ground. KEC57 runs 330 watts, and none of this ground is level. The weather service puts the effect plainly: “forests, deserts, and hills/mountains tend to greatly reduce reception.” A county can sit on a coverage list and still hold canyons where the signal never lands.

So test it. Put the radio where it will live, on an ordinary clear day, and confirm it both receives and sounds its alert tone — long before a Red Flag night asks it to. If reception is solid, you have a warning channel that does not go down with the power. If it is not, that is worth knowing now too: it is a gap you can plan around, not one to find in the dark.
